They do not prove that a particular Rich County booking is present or freshly updated at the moment of the search.
This limit matters in Rich County because the Sheriff publishes no current web roster or recent-release archive. VINE may provide a useful named-person event when the county record participates, but the Sheriff's jail or release record remains the verifier for an ordinary local booking. For a state prisoner, the Utah Department of Corrections and Utah Board of Pardons and Parole are the confirming agencies.

Note: Similar names are not enough; compare the agency and identifiers before reading a status or registering a private alert destination.
Rich County VINELink Release Fields
VINELink wording depends on the participating source feed, so not every result contains the same fields. A result can carry identity, an identification number, facility or agency information, current custody wording, an event date, and a notification option. Read the labels exactly as shown and avoid changing a transfer or movement into a claim of unrestricted release.

A reported “release” means the supplying agency sent a custody-change event. It does not by itself rule out a transfer, a second hold, or later admission by another agency. If the record shows movement to a county jail, another prison site, or a Community Correctional Center, treat that wording as movement until the responsible agency confirms the legal status.
Register Rich County Release Alerts
Notification begins only after the correct person and source record have been selected. The live interface controls which delivery methods are offered. Utah's official descriptions include telephone and email. Registration can be anonymous, but the destination information is private and should never be placed in a public screenshot or shared with someone who does not need it.

The UDC victim-notification instructions say phone calls repeat hourly for up to 48 hours until the correct PIN acknowledges them. Multiple phone numbers may use the same PIN. Verify Rich County VINE Alerts
VINE has special local value because Rich County publishes no roster to check after an alert. Its notification role must still remain distinct from a permanent release archive. A VINE alert is tied to a supplied custody event. The Rich County release record documents the county booking, while a BOPP order and UDC record document the state-prison path.
The Utah Board of Pardons and Parole currently warns that VINELink notices may be inaccurate or missing. It directs callers to 801-261-6464 for verified Board status. A future Board date can change before release.

VINELink does not cover federal BOP custody as a substitute for the federal locator. It also should not be used to infer what happened to a short-term USMS detainee or an ICE transfer. Federal custody has separate systems. A result from one agency describes that source record, not every possible case or hold.
Data can lag, a name can be entered differently, an agency may not have supplied a fresh event, or the person may be outside the service's coverage. Recheck the spelling and offender number. Then verify the assumed custody system. Rich County Jail handles an ordinary county booking. UDC covers sentenced state prisoners and current probation or parole supervision. BOPP issues the state parole decision.
A no-result after a known UDC prison sentence also needs care. The UDC public search is limited to people currently under supervision, so a fully discharged person may disappear. Search BOPP decisions and the court case or request the official corrections record. VINELink is useful for alerts, but it is not designed as a complete historical release archive.
Read Rich County Custody Events
Utah notification categories can include release, escape and return, death, an approaching parole date, movement to a county jail, movement between prison sites, and transfer to a Community Correctional Center. Each phrase carries a different meaning. A movement event does not mean the person entered the community. An approaching parole date is not proof that physical release occurred.

If VINE says “release” while another locator still shows custody, compare agencies and timestamps. The alert may mark release from one record followed by immediate transfer or admission elsewhere. Describe the sequence only after both the originating and receiving sources are checked.
Note: A custody event answers what one source reported; agency records are needed to establish the full release or transfer sequence.
